Key Responsibilities
- Provide strategic leadership, direction, and administrative oversight for all departmental operations and functions.
- Serve as the authorized accounting officer responsible for prudent utilization of public resources.
- Coordinate the implementation of county policies, strategic plans, and departmental development programs.
- Lead the preparation, execution, monitoring, and evaluation of departmental work plans.
- Oversee formulation and implementation of annual departmental budgets.
- Ensure compliance with the Constitution, national legislation, county legislation, and applicable government regulations.
- Supervise implementation of public service delivery initiatives across county, sub-county, and ward offices.
- Develop policies, operational frameworks, and institutional systems that strengthen departmental performance.
- Promote efficient allocation and management of financial, physical, and human resources.
- Ensure adherence to public finance management, procurement, and asset management regulations.
- Coordinate performance management systems and monitor departmental achievements against approved targets.
- Guide departmental staff through effective leadership, mentorship, coaching, and capacity development initiatives.
- Promote ethical conduct, integrity, accountability, and transparency in all departmental activities.
- Strengthen collaboration between county departments, national government agencies, development partners, and other stakeholders.
- Interpret government policies and provide professional guidance during implementation.
- Oversee preparation of technical reports, policy briefs, progress reports, and statutory submissions.
- Facilitate timely implementation of county executive decisions and strategic priorities.
- Ensure efficient communication channels within the department and across government institutions.
- Coordinate risk management initiatives and strengthen internal control systems.
- Promote innovation, digital transformation, and continuous improvement in public service delivery.
- Resolve operational challenges through strategic planning and evidence-based decision-making.
- Ensure effective monitoring of development projects to achieve intended outcomes.
- Coordinate public participation and stakeholder engagement activities where required.
- Promote prudent utilization of departmental resources while maintaining value for money.
- Support implementation of county integrated development priorities and long-term strategic objectives.
- Build productive working relationships with community leaders, regulatory institutions, and development agencies.
- Prepare departmental responses to audit findings and ensure implementation of corrective actions.
- Monitor compliance with occupational health, safety, and workplace standards.
- Ensure accurate maintenance of departmental records and official documentation.
- Lead change management initiatives that enhance organizational effectiveness.
- Provide regular advice to County Executive leadership on emerging policy and operational matters.
- Foster teamwork and create a high-performance organizational culture.
- Represent the department during official meetings, forums, conferences, and stakeholder consultations.
- Ensure all assigned responsibilities are delivered efficiently within established timelines.
- Perform any additional official duties assigned by the County Executive in accordance with the law.
Qualifications & Requirements
- Applicants must be Kenyan citizens possessing a bachelor's degree from a recognized institution. A master's degree in a relevant discipline will provide an added advantage. Membership in an appropriate professional body will also be considered an added advantage where applicable. Candidates should possess at least ten years of relevant professional experience, including a minimum of five years serving in a senior management or leadership position within the public service or private sector. Completion of a recognized management or leadership course will be advantageous. Applicants should demonstrate outstanding leadership ability, strategic planning skills, sound financial and administrative management capabilities, and excellent knowledge of public sector governance. - making, negotiation, organizational, communication, and interpersonal skills are essential. Candidates must demonstrate a thorough understanding of Kenya's devolved system of government, Vision 2030, county development planning, public finance management principles, and constitutional governance. They must satisfy the requirements of Chapter Six of the Constitution of Kenya and exhibit unquestionable integrity, professionalism, accountability, and ethical conduct.
