Key Responsibilities
- Provide strategic leadership and overall management of the County Supply Chain Management Directorate.
- Oversee implementation of public procurement policies, regulations, procedures, and operational guidelines.
- Ensure full compliance with the Public Procurement and Asset Disposal Act, 2015, and all applicable regulations.
- Supervise the complete procurement cycle for goods, works, and consultancy services.
- Coordinate preparation, review, and implementation of annual procurement plans across all county departments.
- Lead implementation of electronic procurement systems to improve efficiency, transparency, and accountability.
- Guide procurement teams in preparing tender documents that comply with legal and regulatory requirements.
- Coordinate evaluation, award, and contract management processes while ensuring fairness and integrity.
- Work collaboratively with legal and user departments during contract preparation, negotiation, execution, and administration.
- Monitor procurement performance and recommend process improvements that enhance service delivery.
- Establish effective procurement monitoring and reporting frameworks for senior management.
- Ensure procurement records are accurate, secure, complete, and readily accessible for audit purposes.
- Coordinate disposal of obsolete, surplus, and unserviceable assets in accordance with approved procedures.
- Oversee maintenance and continuous updating of the county asset register.
- Ensure procurement transactions are properly documented using manual and computerized information systems.
- Strengthen internal controls that minimize procurement risks and safeguard public resources.
- Promote ethical procurement practices and cultivate a culture of accountability across procurement units.
- Advise senior management on procurement policies, strategic sourcing, and market developments.
- Develop supplier relationship management strategies that encourage fair competition and quality service delivery.
- Coordinate procurement audits and ensure prompt implementation of audit recommendations.
- Prepare management reports, procurement performance analyses, and statutory compliance reports.
- Mentor procurement professionals and support continuous staff development initiatives.
- Build strong collaboration between procurement, finance, legal, planning, and user departments.
- Oversee procurement budgeting and resource allocation within the directorate.
- Review procurement procedures regularly to align with legislative changes and emerging best practices.
- Facilitate secretariat services for procurement committees and other authorized committees.
- Monitor supplier performance and ensure contractual obligations are fulfilled.
- Resolve procurement-related issues professionally while protecting the county's interests.
- Participate in strategic planning and policy formulation affecting county procurement operations.
- Support risk management initiatives by identifying procurement vulnerabilities and recommending mitigation measures.
- Represent the County Government in procurement-related engagements with oversight agencies and stakeholders.
- Drive continuous improvement initiatives that enhance procurement efficiency, transparency, and value for money.
- Ensure all procurement activities contribute to responsible utilization of public resources and achievement of county development objectives.
Qualifications & Requirements
- Applicants must possess a bachelor's degree in supply chain management, Procurement and Logistics, Commerce, Business Administration, Economics, or another closely related discipline from a recognized institution. A master's degree in supply chain management, Procurement, Commerce, Business Administration, Economics, or an equivalent qualification from a recognized institution is mandatory. Candidates should have a minimum of ten (10) years of relevant professional experience gained within public or private sector organizations, including at least three (3) years in a senior management position. Membership in the Kenya Institute of Supplies Management (KISM) or the Chartered Institute of Procurement and Supply (CIPS) in good professional standing is required. Applicants must have successfully completed a Strategic Leadership Development Program lasting not less than four weeks from a recognized institution. Strong knowledge of public procurement legislation, contract management, strategic sourcing, asset management, procurement planning, supplier relationship management, governance, financial accountability, and policy implementation is essential. Candidates should demonstrate excellent leadership, communication, negotiation, decision
- making, analytical, organizational, and stakeholder management skills. Proficiency in computer applications, procurement information systems, and digital reporting tools is required. Applicants must satisfy the requirements of Chapter Six of the Constitution of Kenya relating to leadership and integrity.
